That $10M (after the $8M is saved for roll over purposes) will likely go towards extensions. Corey Linsley and Davante Adams are both pending FA who are coming off their rookie contracts. And you've got veterans like Davon House, Morgan Burnett, Lane Taylor, etc. who could all be in line for extensions as well. Given Ted's history, it's highly unlikely he sits on all that money. With the roll over, it's not like it was before the new CBA. In the old CBA, you throw all of the early hit onto that year's salary and it saved you money in the following years because there was no roll over. If you do that this year, you're just rolling over less into next year. It doesn't save you anything. Any truth to this? Are you talking about the cap roll over? If so, then yes. Any cap that is unused this year will roll over into next year. You don't get a percentage of that as extra though.
