If packers want to they can get the same deal from Nelson if he wants to stay. If he's under contract, he's not allowed to talk to other teams and establish a market. It might be because there is disagreement on the degree of restructuring - a sort of "if you can find a better deal than we offer, good luck to you" message, a chance to test your value. I remember the absolute dumpster fire this offense was when Nelson went down with his knee injury. Hopefully the offense doesn't have MAJOR negative effects.
