Why is Jeremy Maclin still on the roster?

Probably because the Ravens are done in free agency and are in no rush to do anything at this point. Grant and Brown can be signed at any time, they don't have to ink the contract right as free agency officially opens. Maclin's roster bonus is due until Friday so Jeremy will be gone by then.

There's really no need for Maclin now Brown and Grant are signed. Even with Wallace gone, that still leaves the Ravens with those two guys, plus Moore and Perriman. And hopefully the stud WR they draft in April.

I want to throw up. This is actually significantly worse than last year and last year it was really really bad even at face value.

It's not significantly worse. It can't be. Maclin was worthless, Wallace did barely anything for the first half of the season. Compared to those two, Grant and Brown are a wash. And from what everyone says about Grant, he can at least catch reliably, which is more than could be said for anyone the Ravens had on the roster.

Oh, but it can be, because even at face value Brown and Grant are significant downgrades from Maclin and Wallace.

Also,
