I just think different refs will call it differently and it'll become one of those annoying topics that gets discussed throughout the season. I really hope not, but not confident. It has to apply both ways. its a crappy rule and is being done purely for pr reasons. so subjective aa if you lower your shoulders your head lowers as well. they arent tryg to get rid of head treauma, just what looks the worst to the public.
