New Rule: 15 yard penalty for initiating contact with helmet.

Wait, this can’t be it, right? 

Meaning half the tackles in the league are “initiated” with the helmet - not necessarily where the force is coming from, but when guys are lowering their pad level (a necessary aspect of football) then the head inevitably gets lowered. Its often the first point of contact. Those can’t all be flags?

Don't be silly, the NFL has stated they won't add a targeting rule, this rule is nothing like that, except for the punishable action and the potential consequences being the same.

I feel like there needs to be some context or follow up questions here. Where on the field are you seeing the helmet-to-helmet contact? Is it because you've been actively looking at it recently? Is there some sort of comparison baseline?

This was my thoughts as well. The cleanest form tackle require this movement. 

Are they specifically trying to get rid of a Ryan Shazier like tackle?

Hopefully PIT plays CIN wk 1.   Then we’d get about 4-5 test cases out of the way.  

Although with the Burfict suspension.... game will probably be “randomly” scheduled to week 5.  ¬¬
