If you can extend him cheap, say 11 mil per season and keep him around until he is 29 or 30, then the value is there. But to pay him any more than that is above what he is able to do IMO. There was also a few reports that the team and Tom Brady didn't giew Cooks as a true #1. If thats the case, you offer a contract extention because you like the guy personally, are familiar, and have invested in him with a first round pick. However they likely gave him an offer more as a protocol or standard proceedure than actually thinking Cooks or his agent would accept it.

The biggest difference is Cooks plays outside flank or split end while Matthews is primarily inside the slot closer to where Gronk usually lines up.

Where they line up is irrelevant, they would not play even remotely the same role in the passing game.

Maybe so, but they both challenge the same areas of the field, Cooks is a sideline guy. The other comp is size-wise. Cooks is barely 5'9 and Jordan Matthews is over 6'2.

they dont though. Matthews makes his living with underneath routes and crosses. Gronk utilizes the seams and the outside of the field, typically much deeper down field than Jordan goes.

Well, Gronk does everything everywhere and Matthews will take up a lot of crossers, flats, outs, hitches, and seam routes which it seems Cooks did/does scarcely.

It seems like Cordarelle Patterson/Chris Hogan and Phillip Dorsett are tasked with stepping up after Cooks' departure. Meanwhile you have Edelman and Mitchell returning in combination with the addition of Jordan Matthews to cover up the route tree and space the field in the event of a Gronkowski departure via trade, retirement or injury.
