There was probably 4 scum to start based on the last game and the numbers this game Bcb and Matts are suspect number 1 and 2. KSJ number 3 for me

Reads to me as it limits a scum to only using the faction hit or Wonder each night, not both and as a group they have to build the factional hit Wonder before using it
