The franchise tag can be applied a few weeks prior to that date. Yeah I figured you could apply the tag, tell the NFL office "yeah we plan on cutting players so and so to get under the cap", trade the player, and then not have to account for the cost of the tag. Like, there's some number of days between when you tag a guy and when you'd have to pay the tag, so in theory you have time to get a deal done before needing to account for the cost of the tag.
