They absolutely could have a shot at another QB next year. If they don't resign Rivers, which it looks like they won't, they should be one of the worst teams in the league next year. Their D is average, their OL is not good, and they will either have a journeyman  or first time starter at QB. 

I've watched Herbert a lot and although he has the measurables and a big arm that scouts will fall in love with he is a one read QB, he doesn't have good pocket presence, and gets rattled easy. There is only one QB I would take in the top 10 this year.
