Did Tampa Bay have the best offseason ever for a Superbowl champion?

I remember ESPN having a list about this concept several years ago ranking the best offseasons by Super Bowl champions in regards to the 2017 Patriots. The 2016 team won the championship and brought in guys like Stephon Gilmore and Brandon Cooks to a team that went 14-2 and win the the title. The hype heading into that season was unreal. They were articles about a 19-0 season
 

This year tampa retained all their starters from their Super Bowl championship team which is absurd. They even kept the entire coaching staff. They probably had one need, a RB who wasn’t a disaster in pass catching/blocking and they picked up Gio Benard who is one of the best of his generation in that aspect. They’re first round draft pick Joe Tryon is a backup who can be brought along slowly because of the starters they have.
