The team has an out in Keenan’s deal after this (2022) season plus he’ll be 31 at that point. Justin Herbert is under a Rookie contract + Chargers are fully loaded in Available Salary Cap Space. And Justin Herbert loves Mike Williams way too much for Los Angeles to not have paid him.
