It wouldn't be crazy for the opposing coach to recognize that and tell the refs the game is over. I don't know the procedure, but it happens semi-often and hasn't ever been a scandal. Perhaps after talking to the refs he isn't allowed to call a TO. Perhaps he could lie and concede and then call a TO in the waning seconds to get another chance, but he might also lose a ton of respect around the league. I just don't know.
