Toms worked as a senior advisor of football operations up at NFL HQ. Not saying they are going to know every single regulation off hand but I’m sure Tom read up on this and may have even known it to the T. Tom is just one of those guys who is going to push that line to the brink on certain situations.. Hence the Pats spy gate allegations resurfacing some coaches or FO staff are going to seek any and every competitive edge or in this case be in defiance of a regulation.
