How do the Dallas Cowboys get back to 1990s-level dominance/Super Bowl contention?

How does a team which has existed for 50 years get back to that time 25 years ago when, for about 4 years, they were one of the best football teams ever assembled?

They don't.

That's just the way it is - dynasties are perfect storms, they happen maybe once every 8-12 years, and no team has ever done it twice, unless you count the early 00s/late00s Patriots as two different dynasties (which you shouldn't, because that's dumb).

Actually the Cowboys were dominant in the 70's. You could argue they were a dynasty as well.

Winning a title in 71 and not another until 77? That's in no way shape or form a dynasty.

Jerry Jone's would have to sell the team or stop being the GM and meddling in the team. His own personal decisions haven't been good for him. Dez Bryant was hand picked by him, as was Jason Garett, Roy Williams and Jason Witten.
