Depends on how much money Kaep wants. Brock is available for vet minimum, since Cleveland is picking up the bill financially.

why?

  1. Osweiler will be a lot cheaper
  2. Has 6+ years of running nothing but pro style/under center offensive schemes
  3. Carries no baggage.

If a team signs Kap and than releases him because he sucks, prolly get back lash for that. Team signs Brocks and releases, just further drives the narrative that Brock sucks.
