A one-dimensional shooter that's set to make $19M/year for the next 2 years is definitely not worth a FRP.  He's probably pushing negative.  He's only valuable to contenders, and you'd have to patch together enough of contracts to get it done.

The Jazz just got a 1st for Royce O'Neale who is not nearly as good as Harris. I also don't really see Brooklyn's motivation to take on Westbrook's contract when Kyrie is expiring anyway unless they're getting control over any Lakers 1st they can possibly trade unprotected.
