I think a lot of Commanders fans overrated him a little bit as mentioned, but I could see him doing very well with the Rams. My understanding is he had a price in his head for himself. He was willing to wait for that price to be met and Washington was not. After Chinn was signed by Washington, there was no fallback and he likely accepted a contract for half (or less) of what he thought he was worth.
