Parcells has rings with Simms and Hostetler, neither of whom is a Top 30 QB of all time. Parcells took Bledsoe to a Super Bowl, Belichick went 5-11 with Bledsoe. He inherited rosters that were already on the verge of greatness. Larry Brown and Rick Carlisle both proved more in their one championship than Jackson proved in all 11 of his.
