Jeff Fisher had an argument as one of the best coaches in that 99-03 stretch. Had a winning record vs pretty much every notable coach from that era(Cohwer, Dungy, Gruden, etc), only guy/team couldn't get over the hump against ended up being Billick/Ravens.

That being said, his gameplan, offensively at least, in that superbowl might have been his worst of the season. Eddie only ran 7 times in the first half, we tried to emulate the Rams and have McNair throw it all over the place. Only reason we got back in to the game in the 2nd half is we finally went back to what got us there and put the game back on Eddie's shoulders. He was incredible in the 2nd half of that game.

Jeff Fisher was a hell of a coach in Tennessee for the most part. In addition to the McNair/George days, dude somehow survived cap hell and managed to build the team back up just a few years later. I mean he went 13-3 with freaking Kerry Collins at QB in '08. He's just the quintessential example of the guy who stuck around too long and was either totally oblivious or stubbornly resistant to the changes that were taking place around him, but in his heyday, he was one of the best in the business.
