Devin White was a top 5 pick but was sandwiched by premium positions in other years. So in general I agree with you, but it's more palatable if your team is drafting premium positions in other years. It's cumulative for sure. Hitting on a high non-premium is unlikely to disqualify you as a good team assuming you also simultaneously find value at the premiums.
