Because the league already knew that teams were tampering leading up to the start of the new league year (when existing contracts expire). They just didn’t want to persue the penalties because it was pretty rampant. So NFLPA and League Office agreed to give teams and agents/players 3 day grace to tamper. However, contracts can not be signed and submitted to the League Office for finalizing until after the New League Year starts which is 13 March @ 4pm EST.
