Well then you'd understand why people don't look at the Bills as a "New York" team. When people are talking about the size and value of the "New York market", they are talking about New York City. Not Long Island. Not upstate New York. MetLife stadium is an arm's reach away from NYC. Yes, it happens to be in NJ. But the Giants/Jets are a New York City market team. Might as well double the time it takes to get to games for those in Brooklyn, SI, and LI. And forget about the cost and getting those homeowners to vote for a new stadium. It’s way more than tax thing. It’s nice that all these other states and cities have cheap land where they can build stadium in within state borders but NYC is not in a similar situation. The Buffalo Bills play in Orchard Park which is a suburb of Buffalo. The Jets and Giants play in north NJ which is a part of the NYC metro area. The NYC metro area expands further than just the 5 boroughs and includes parts of the Hudson valley, parts of northern NJ and parts of Connecticut.
