Not only is he still on the Jags roster, so is R Jay Soward, who has been suspended since 2001.

R Jay? Wow, that takes me back. How about Reggie Williams or Matt Jones?

Does R Jay count against the cap in any way? That's just odd...

Williams and Jones were both released after the 2008 season. Speculation within the fan base was that both had a cocaine addiction, and Jones did get in some legal trouble regarding it either just before or just after his being cut. If true, that would make Jimmy Smith, Soward and those two all WRs who became casualties to our team due to cocaine, all within a 7 year window.

Soward’s cap cost is frozen, just like Blackmon’s. They won’t cost anything unless they get reinstated, and their contracts are not guaranteed (Soward might have some guaranteed money on his deal, but it wouldn’t be much). There’s no real reason for the Jags to file the paperwork to cut them, because it doesn’t appear either guy has any interest in filing for reinstatement. They’re the only two such players that are under contract with the Jags, but you won’t find on the 90 man roster/IR.
