Both certainly have their flaws and are boom or bust prospects. However, I’d take my chances on Love all day. 
 

To me, Herbert has the safer floor, but a way way lower ceiling. I see Herbert as Josh Allen 2.0 basically. Herbert needs a Top Tier Pass Protection to function and has erratic accuracy. I see Herbert being ranked in the Early 20’s for starting QB’s, like almost no matter what. Not a bust but not a quality starter. Whereas Love will either be a Top 10 QB or complete utter bust. 
 

Here are my quick Pros and Cons:

Justin Herbert:

Pros:

- Solid Mobility, can be used as a weapon similar to Josh Allen. 

- Prototypical Size

- Laser arm, best arm in the draft by a mile. 

- Smart QB with High Football IQ

Cons:

- Very below average accuracy on all levels

- Average mechanics

- Average processor

- Horrendous Pocket Presence

- Not a charismatic leader, extremely introverted

 

Jordan Love:

Pros:

- Laser Arm, but not Herbert Level.

- Tremendous Pocket Presence

- Excellent Mobility with extending plays and escaping pressure. Not really a weapon like Herbert though. 

- Solid Accuracy

- Solid Mechanics

- Vocal Leader

- Only QB in the draft that can throw from multiple arm slots

Cons:

- Average processor like Herbert

- Horrendous at understanding defenses, he gets fooled by disguised zones constantly. 

- Prototypical size but a little too lean

- Horrendous decision maker in 2019 (really good in 2018 though, which the strange thing about Love)

 

Two very different QBs. 
 

I personally think Love is worth a Top 15 pick and think Herbert is worth a Top 25 pick. I think teaching a guy defenses is much easier than fixing accuracy. Which has been proven throughout history. 
 

Both have been overrated by the media but both deserve to go in the 1st Round.

I agree with basically everything from BayRaider. These are quarterbacks #3 and #4 for me but I'd have Love a clear notch above Herbert due to the extreme upside.

Herbert needs an injection of Drew Lock. That was my summary last year and I'll stick with it. When both of those guys were expected to be in the 2019 draft I kept thinking that Herbert has better frame and tools but Lock has the prized athletic arrogance, the necessary belief in himself, and also the ability to vary launch angle and arch.

Herbert is too much the robotic line drive tunnel vision winger. Last thing I want is someone who becomes impatient and defaults to the mindless fastball time and again. That tendency ruined Cam Newton's career. Carson Wentz has become increasingly dependent and it's uncertain whether he can relax and shake out of it. There are already troubling winger signs from Baker Mayfield. 

It can't happen with Jordan Love. He has wonderful touch, albeit an elongated delivery that needs to be tightened. Love has the opposite tendency of floating the ball too much in the mid range zones, the same type of thing that led to so many interceptions from Andrew Luck. They underestimate the ability of the off defender to diagnose and get there in time. 

With Love you should know soon enough whether he's boom or bust. Herbert has the devastating potential to stall a franchise year after year in false hope, a la Tannehill with the Dolphins. That's why I'm desperate for the Dolphins to avoid Herbert. I don't have many 7 year rooting blocks to waste anymore. 

One caveat with Herbert: That Oregon offense was so screwed up with the sideways dependency. Maybe he can shake out of it when actually allowed to look downfield and think downfield as a rule.

Didn't know you were a Dolphin fan @Awsi Dooger explains why you are very involved in the Herbert/Love debates, especially if the Dolphins don't land Tua.

I fully agree about your comment that Herbert will make a franchise linger for 5 years on the entire rookie contract like Mariota/Winston did previously. He'll be below average but you can't cut him because he shows flashes and is not utterly horrible.

As for Love, you'll know in Year 2 whether he's gonna be a complete 100% bust or a Top 10 QB.
