If the DB is in a trail position, then of course he's going to be obstructing the receiver on a throw like that. It's an uncatchable ball, period.

If the defender wasn't there, could Cooks have caught the ball?

I believe so and it was the defenders interference that was the reason he wasn't able to, thus, it's DPI.

Yeah but in reality there's nothing the defender can do short of vacating the space and give the WR a clear shot at the ball, which would defeat the purpose of, you know, being a defender.
