He can develop just like any other prospect. Being neutered this year doesn't mean he will be next year or the year after, or mean that he's not developing. Come playoff time, they won't get as many chances on the PP so they'll have to rely on their below average 5 on 5 hockey (literally 31st in CF%). If they even make the East Finals, I'll **** a brick.
