Idk, Vrabel has been incredibly conservative with injuries so if he feels he is ready, I would feel relatively confident in the decision.

And Conklin was healthy. He just wasn't good. Too heavy. And just not right. But his leg was healthy.

Difference between being not healthy and not playing well

He wasn't ready to come back. He wasn't in football shape, and that was because he wasn't given enough time to get back in football shape from his injury.

It's not just about "oh the knee is healthy so they're fine".

If you watch 2016 and 2017 Jack Conklin, and even now what 2019 Conklin has apparently looked like in training camp(and he's looked solid in his few snaps in preseason but I put no real stock in that), the difference is gigantic compared to 2018 Conklin. He wasn't ready to come back when he did. Should have been given more time to train and get back in to proper shape.

Being out of shape resulted in poor play and poor technique. And you could argue that poor play and poor technique contributed to his knee injury to end last year.
