Or would they potentially fall into another color or faction? TBH, it’s much more likely those two fall black or a fourth faction than red. Truth be told, both could make a certain degree of sense. Third Kira was not really the same as Light / Misa - he was greedy and used the note for profit. So there is a reasoning behind him being solo and not part of Misa / Light's faction. But as a death note user, all three could of course be in the same faction. The fact that his OP says "secondary mafia" makes me lean more toward him being a separate faction from Misa / Light.
