That would violate the law that just passed in CA. So if this is spurring the change to the NCAA rule that can't happen

It doesn't keep players from being able to make money from their likeness through endorsements just puts additional regulations on it.  I mean what about the regulations the NCAA has recently passed about agents requiring them to take a skills test plus 3 years of experience to represent college players?

They don't have the authority. That additional regulation would be in violation of this law.

So why is the NCAA threatening to make the California schools ineligible if it's a violation of the law?  The NCAA wouldn't say a player can't get endorsements just some companies would be ineligible for a period of time.

This would be against the law. Saying "the NCAA can't stop a player from getting endorsements" has no time restrictions. 

As to why the NCAA is threatening to make California school ineligible, they're going to do and say anything to avoid this from going into effect. I'm expecting political bribery, legal challenges, the whole nine yards.
