Bc I'm confident in my read on him and he basically hinted at his role (you probably weren't around for the game orca is referring to.)

He was an indy that was super powerful and helped town to smoke scumthat game. 

So what fits that....Carla 

She is a voice on the phone working for the Organization.  She is not seen so it fits what has happened to and around orca (can't be targeted or voted).
