There's no 3rd or 4th round tender.  The next lowest is the ROFR which doesn't get a pick in return, which is fine because nobody is going to make an offer on him.

It is, but with really no CB on the roster besides Jaire that have played meaningful snaps, retaining Sullivan to lessen the need to find 2-3 CB was the decision

Bryon Pringle was ROFR no comp and was signed by another team for $7M per year.   Teams with cap space can squeeze those without cap space on the RFA contracts

You could also keep the pick and draft a RB in the 2nd to replace Jones. 

going to see how the UFA bidding goes in round 1 and 2 and revisit.

well, Sullivan is back on the 2nd round RFA.  so we move forward.   The difference was around $1.2M for the 2nd round tag vs the no comp tag

Leave the 2nd round tender on him.

Except there's two options for a team potentially thinking about signing him.  They either throw a reasonable offer at him or they overpay him.  If a team throws a reasonable long-term deal at him, then you get him for reasonably cheap.  If they overpay, you laugh at the other team for making that deal.

And they laugh at you for being a cap strapped SB "contender" with Josh Jackson, Kadar Hollman and Kabian Ento as your CBs behind Alexander. Not worth it. He did the right thing.
