I think he means the space between each particle.

Plenty of air space between each snow flake...not so much with mist/fog.

Fog hangs, snow continues to fall. You can see throw snow more than fog because it's moving quickly. It's only when you get really heavy blowing snow where it is swirling and moving horizontally that you have an issue with visibility as far as TV goes.
