Yes, he is, because he can be tagged a 3rd time because he's on a new team. However, it would be something like $65M to tag him, because it's something like 144% of his previous value, so it would be prohibitive of them to do so. I didn’t say that Kirk couldn’t be franchised. I said he’s never been eligible. Cousins has never been an impending free agent, so the franchise tag has never been an option for discussion.
