It's not going to stop anything. The odds for the top picks are spread out more evenly, but that's it. The bottom 3 teams will all have a 14% chance of winning #1. It gave a big bump to the middle of the lottery. More teams with a fighting chance to win #1 = more teams willing to try and get it instead of holding on for dear life (looking at you, Detroit).
