Oh I don't care they're investigating. They slap a fine on him and their image looks fine. They'll probably give it to a charity of Rodgers choice behind closed doors and everyone will be happy.

Now he's not subject to the same rules for 90 days so it will all blow over.

It is rational, just not for the virtuous reasons you're claiming. This is about image, money and PR for the league. They were fine letting the rules bend, but now they're in the spotlight so they have to act. No different than any big business.

it's very clear to everyone that the league does not care about masks at press conferences 

the part that seems to NOT be clear is adding this to the above sentence: until someone turns it into a clown show. And it's completely rational behavior from the league to respond in the manner that they did when it turns into a clown show.

nobody is claiming virtuous reasons. You are injecting that assumption yourself.

This too. There are reason they CLEARLY articulate deference to the teams on these matters:

(1) An understanding that the individual teams are the ones at greatest risk and therefore most likely to care and police themselves because the league set it up such that the risks are relatively significant

(2) Finite resources. The league has a rational interest in both positive PR and (perhaps shockingly to some)  a vaccinated populace. Thus they spent energy to construct a system where the league resources do not need to get involved until they need to get involved.

The NFL should have monitored and quietly advised the teams with a reminder about the rules.

I think there would be some who would argue about checking the e-mails of people in the league office to see if anyone ever filed a complaint ever?

this was a major infraction that was occuring broadly across the league. goodell himself must have known this was happening for a cost of zero dollars.
