Like I said, up to the host, but to me - - no. They arent in conflict because the jail would flat out prevent the watch. Here is an example of a conflict: Wolf jails Racks. Josh (scum) roleblocks wolf. Now we have conflict; is wolf roleblocked before he can jail racks? Natural resolution is kind of at an impasse. So thats where you turn to Other=>scum=>civ.
