If people were consistent within themselves about how they evaluated games, the bias conversation might not exist. The issue is while the team quality doesn't change greatly, typically, from one week to the next with a given team, the assessment of that team often varies greatly, contradicting what an individual had previously said about that given team. This is definitely in part where the, at the very least, perception of bias comes from. Aside from that, there can be trends of people voting against specific people on a consistent basis.
