I may be wrong, but I think the rule specifically states there has to be a distinct kicking motion. I think that's why so many people thought it should have counted. I'm pretty sure you can even purposefully angle your skate to direct it in and it is supposed to count

I mean, I can claim that the way he positioned his skates indicated a kicking motion. He looked right at the puck and threw his skate out in front.
