It's this, because when someone schemes something like this up. Yep. Not the first time it's been brought up. Also for the people talking about rewriting the rules set. Everything is worded the way it is because that is what was approved at the Owners meetings in the past word for word. In an owners meeting people have to compromise in order to get anything to pass that is a major change. It is literally like an act of Congress to get things done sometimes.
