NFL combine can rotate between the cities not in the superbowl rotation that have a dome... Minneapolis, Detroit and Indianapolis Draft should rotate among the remaining cities. However, CLE just got done with a run where they hosted the Final Four, MLB All Star game, NFL Draft and NBA All Star game.
