This growing habit of PMing to ask if I am interested in trading down/out, then asking what I want, then refusing to make the first offer is ridiculous. If you want to move up, it's on you to start the negotiation. From now on, if you PM and don't have an initial offer, I'm going to just say I want your 1st next year and let you counter.
