I actually recently revised it to be 3/5 (60%), 2/5 (40%), and 1/5 (20%). Seemed more mathematically harmonious to me. If they were kept for more than 1 the immediately previous season, that is the minimum they can be kept for this season. You don't need to look back previous seasons. Other than that, you can keep rookies for 1 tag or PS players for 1 tag (with a maximum of two of them playing at least 1 game; no limit for those who didn't play at all).
