No.  I don't recall who was tweeting it, but Boston apparently wanted to stay above the cap so they'd have the FULL MLE (~$9M) as opposed to the Room Exception (~$4.5M) and I think it had something to do with the ability to re-sign Al Horford.  Not sure if that's changed since Al Horford signed with the Sixers.

But it's not good.  They literally dumped Kristaps Porzingis for the right to sign Elfrid Payton, Reggie Bullock, Bobby Portis, and Taj Gibson to big 1 year deals.
