Probably because Whicker needed to add a couple of not-officially-gatewatch-but-still-anti-Bolas to make the numbers work. I haven't played MtG for over 20 years, so I don't know the lore. However, the MtG Gamepedia mentions how he joined forces with the Gatewatch to fight Bolas and helped them in their fight against him.
