Technically, Reptile and Baraka were races enslaved by Outworld, not the ruling class. That follows for Goro but he was a boss character and 9-time MK Champion at the start of the game. Basically, Sub-Zero and Scorpion are famously rivals, and the tournament has more or less always been nothing more than an opportunity for each of them to exact vengeance on the other.
