One of two things happened IMO.... 1) It was planned between Justin and Janet, but the NFL didnt know about it. or 2) It was planned and the NFL knew about it, but after it received backlash from angry viewers about kids possibly having seen it, the NFL acted like the didnt know about it and feigned disgust. The reason many are shocked is because after that incident, the NFL used Timberlake as a scapegoat and began booking "safe" performers for years that were too over the hill to do things like that.
