This is correct. 

The 1st run to open the 2H was up the middle for 26 yards and Vea was not in the game. 

The 2nd run was 5 yards when Barrett had him dead to rights in the backfield and CEH pulled a Houdini on him, made him miss, and took off to right side. Vea was not in the game.

The 3rd run on 1st and 10 went for only 3 and Vea wasn't in the game either. 

The next play on 2nd and 7 Hardman slipped after catching a screen pass. 

Vea didn't come in until the next play on 3rd and 7 and the Bucs got pressure on Mahomes to force a 3 and out and a 52 yard FG. 

(Not a 3 and out....poor wording but you get the point. It was the opening drive lol). See @childofpudding we all have brain farts at times lol.

Haha, yes indeed.

Been re-watching the game again and I noticed a similar thing in the 1st quarter. On the Chiefs' second series they ran it with success with Vea not in.

-Five yards to Hill on end-around toss, then five yards to CEH up the middle. First down.
-Mahomes scramble, first down.
-CEH up the middle again for 5 yards. Then a pass with JPP offsides. First down.

Then Vea came in. Mixup with Mecole on 1st down pass, then the option pitch to CEH that went nowhere, then the TD drop by Hill.

Exactly. The Chiefs have lost to only three other NFC teams since Mahomes became the starter: L.A. and Seattle in 2018, and Green Bay in 2019. None of those defenses shut them down like Todd Bowles' did.
