They probably weren't counting in your top 51 cap hits so they don't add anything. Expanding on this with an example. If the Bills release 51st player Ryan Van Denmark, they gain $ 754,500 in cap space. Player 52 Alec Anderson then moves into the top 51 with a cap hit of $ 754,250. Better example Inside Top 51 : Kingsley Jonathan 871,750k cap charge but 850k base salary Outside Top 51 : Alec Anderson 754,250k cap charge but 750k base salary. Because both are on the same roster their signing bonus are already calculated for top 51. Cut Jonathan out and move Anderson into top 51 will save 100k. If you acquire new player from outside the roster, you can simply use cap charge against base salary of "demoted" or "cut" player that becomes 52nd or FA.
