The two things aren't mutually exclusive. They can rid themselves of archaic rules and still have structure. Making weed something that leads to suspension benefits no one. Josh Gordon behaviour has been very destructive to all who he has engaged with. Himself and the team. Even if drugs were legal his behaviour probably doesn't help the team.
