You can out spend others now if you want with more guaranteed and/or upfront cash deals and/or void years. It costs more real dollars though and you pay more upfront. There is also time value to money. And you have to escrow it. Plus, if player underperforms deal you lose even more real dollars because his money is guaranteed and mostly already paid to boot. Teams still operate within their individual budgets. And those change from time to time. But one team can still outspend another for advantage.
